278 Traffic Safety Improvements

 10/1/17:  

As has been previously reported over the past year, HDR Traffic Engineering Consultants and the Beaufort County Traffic Engineering Department have been working to complete the planning, design and engineering documents to widen and improve safety features along US278 on Jenkins Island. 

At the end of September of this year, the design work was estimated to be approximately 75% complete.  Upon completion of the documents they will be presented to the Beaufort County Council and the Town of Hilton Head for review and approval.   Immediately following approval, the project will be let out for bid to select an appropriate construction firm to complete the project.  It is, at this time, projected that work will begin during the first quarter of 2018 with completion some 15-18 months following. 

You will remember that the project funding has been previously approved and provided by Beaufort County Council.  It is anticipated that the end result will benefit not only the residents, visitors, and vendors of Windmill Harbour but also the traveling public along US278.  Be aware that during construction all of the traveling public will have to expect some degree of inconvenience, disruption and delays even though much of the construction will be scheduled for nights and off hour times.  Once more information is provided to the Windmill Harbour Traffic Committee as to the project schedules, this will be made available to you.

Rules for Public Open Houses

Must be approved by IMC two weeks prior to public open house

Limited number of open houses each day; only one open allowed per 30 day period

Monday-Saturday 10:00 am-5:00 pm; Sunday 1:00-6:00 pm

Signage as per guidelines, no balloons

Properties

Properties include dwellings, condos, boat slips and vacant lots. Estate and patio size homes and lots; marsh, harbor and sound front homes and townhomes; patio homes backing up to lagoon and landscape views; condos and townhomes overlooking tennis courts, harbor, sound and landscape views.

 

Short Term Leasing PROHIBITED - All dwelling units (home, townhome, condo) shall be used only on a sustained occupancy basis in which the owner or lessee of any dwelling unit is prohibited from renting or leasing the dwelling unit for a period of less than six (6) consecutive months.

2017 Windmill Harbour Association fees:

 

POA Unit Dwelling: $705 Quarterly / $2,820 Annually 
Includes Homes, Townhomes, and all Condominiums

POA Undeveloped Lots $352.50 Quarterly / $1,410 Annually

POA Boatslip: $176.25  Quarterly / $705 Annually

POA Consolidated Lots: $176.25 Quarterly / $705 Annual

Two conjoined lots owned by the same person but has one house erected on the property.

Hurricane Matthew One-Time Special Assessment (due by 6/30/17): 

Unit Dwelling:  $1,800;  Lot Dwelling:  $900;  Consolidated Lot:  $450;  Boat Slip:  $450

Lot Maintenance Fee: $320 / Annual / vacant lot 

This service is provided for owners of an undeveloped lot and includes bush hogging of the lot by the POA maintenance. It does not include tree removal or trimming, debris or leaf removal, or drainage. 

 

Transfer Fees:  There are no transfer fees for Windmill Harbour Association.

Right of Repurchase Waiver:  The Association does not have the right of repurchase; therefore, a waiver is not required.

 

Condominium and Marina Owner's Associations

There are condominium associations in Windmill Harbour and they each have their own association (POA or HPR) with additional fees. There also is a Marina Owner's Association (MOA) for boat slip owners. Their fees are set by their Board of Directors and are separate and in addition to the Windmill Harbour POA fees. Those fees may be obtained by calling their representative listed below.

 

South Carolina Yacht Club

Membership to the South Carolina Yacht Club and access to their amenities are not included in the Windmill Harbour POA fees. Please contact the South Carolina Yacht Club at 843-681-4844.

Marina

Available to non residents; 15.5 acre yacht basin; constant depth of 8 feet; no-tide docking; fuel dock; slips for sale and/or rent; sizes from 30' to 70'; slip owners are members of Windmill Harbour Property Owner's Assoc. and Marina Owner's Assoc.; some slips attached to lots and others sold separately; 24 hour harbor security; Harbormaster on site daily.
